What an ATS actually costs

The licence price is the beginning of the number, not the number. Here are the four pricing models, the six costs vendors rarely quote, and how to get proposals you can actually put side by side.

The short answer

Why nobody can give you one number

ATS pricing varies more by hiring shape than by vendor. Four levers set your number: how many people log in, how many applicants and messages you process a month, whether you need white-label branding, and whether back-office functions like pay/bill are in scope.

Most platforms in staffing do not publish list pricing, so the only reliable way to compare is to fix your scope, request a 12-month all-in figure from each vendor in writing, and normalise the quotes yourself. The sections below give you the scope template and the line items to demand.

The four ways ATS platforms charge

The same headline figure means completely different things across these models. Identify which one each vendor uses before you compare anything.

Per-recruiter seat

A monthly or annual fee for each user who logs in, sometimes split into full and light seats.

Suits: Small teams with stable headcount and predictable hiring.

Watch for: Seat minimums, and the cost of adding a hiring manager who only needs to view. Ask whether read-only users are free.

Flat platform fee

One price for the platform, usually banded by user count or hiring volume.

Suits: Teams who want budget certainty and who add and remove users often.

Watch for: Where the band boundaries sit. Crossing one can be a large step change rather than a smooth increase.

Per-employee or per-hire

Priced against headcount hired or employees managed, common in HR suites where the ATS is one module.

Suits: Organisations with steady, predictable hiring volume.

Watch for: A good hiring year becomes a budget problem. Model it against your best case, not your average.

Usage-based components

Messaging, voice minutes, background checks and assessments billed on consumption, usually on top of a licence.

Suits: Anyone whose volume swings seasonally.

Watch for: This is where high-volume recruiters get surprised. Model your real monthly SMS and voice volume before signing anything.

The unquoted lines

Six costs that rarely appear in the headline

These are the items that separate the price you were shown from the price you pay. Ask about every one in writing.

Implementation and onboarding

Often a one-off fee in the thousands, sometimes waived under negotiation. Always ask whether it is mandatory, what it includes, and what happens if you need help again in month eight.

Data migration

Moving candidates, resumes, notes and history from your old system is frequently quoted separately. Ask what is included, what is billed hourly, and what simply cannot be migrated.

SMS and telephony usage

Carrier costs are real on every platform. At volume this line can rival the licence. Ask for per-segment message pricing and per-minute voice pricing, then multiply by your actual monthly volume.

Integration and API fees

Some connectors are included, some are paid add-ons, and some require a higher tier. Price the specific integrations you need, not the marketing claim of "500+ integrations".

Seat minimums and tier gates

The feature you are buying for may sit two tiers up, or require a minimum seat count you do not need. Confirm which tier contains your must-have list before you compare prices.

Renewal uplift

Ask what happens at renewal. A comfortable year-one price with an uncapped year-two increase is a common and entirely avoidable surprise - negotiate the cap up front.

Worked example

A 5-recruiter agency, 12 months

Scenario: a staffing agency with 5 recruiters and 2 read-only managers, hiring roughly 150 people a year, sending around 8,000 SMS a month, migrating from an existing ATS. Use this as the shape of the worksheet; fill every cell from written vendor responses.

This is a worksheet, not a quote. No figure here should be treated as a price offered by any vendor, including us - our current published rates are on our pricing page, and everything else must come from each vendor in writing. Build the same table for every platform on your shortlist using their own numbers; that is the comparison that matters, and it is the one nobody can build for you.

We deliberately do not restate the figures here. Prices, inclusions and terms change, and a number copied onto a second page is a number that will eventually be wrong on one of them. How to get quotes you can actually compare

Fix the scope before you ask

Write down user count (full and read-only), monthly hires, monthly applicants, monthly SMS volume, locations, and the integrations you actually need. Vendors cannot quote comparably against a vague brief, and you cannot compare quotes built on different assumptions.

Ask for the 12-month all-in number

Not the monthly seat price. Request a single figure covering licence, implementation, migration, usage at your stated volume, and any integration fees - in writing.

Ask what year two looks like

Request the renewal price or the cap on increases, in the same document. This one question removes the most common unpleasant surprise in SaaS procurement.

Normalise before comparing

Put every quote into the same spreadsheet with the same line items. Quotes are rarely structured alike, and the cheapest headline is often not the cheapest total.

Pricing questions, answered.

Why does this page not list competitors' prices in a table?

Because we could not do it accurately. Most applicant tracking platforms - particularly in staffing - do not publish list pricing at all; the number depends on seat count, tier, term, volume and negotiation. Anything we published would be a guess dressed as a fact, it would be out of date within a quarter, and you would make a purchase decision on it. So instead we have published the thing that does not go stale: how the pricing models work, where the unquoted costs hide, and a process for getting quotes you can genuinely compare. Run that process and you will have real numbers for your situation, which is better than any table we could write.

What does an ATS typically cost?

It depends far more on your hiring shape than on the vendor. The variables that move the number most are user count, monthly applicant and messaging volume, whether you need white-label branding, and whether back-office functions like pay/bill are in scope. A small agency with a handful of recruiters and a platform with published pricing sits in a very different place from an enterprise deployment with professional services and integration work. Is ATS pricing negotiable?

On quote-based platforms, usually yes - particularly implementation fees, term length and renewal caps. Leverage comes from a competitive process and a defined scope, which is another reason to shortlist three vendors and put identical requirements to all of them. On published-price platforms there is less to negotiate, but also far less to discover after signing.

What is a fair implementation fee?

There is no single fair number, but there is a fair question: what specifically do I get for it, and what happens if I need help later? An implementation fee that buys configuration, migration and training has value. One that buys a kickoff call and a documentation link does not. Some platforms, ours included, do not charge one at all - which is worth factoring into the total rather than just the monthly.

Should we pay annually or monthly?

Annual prepayment usually earns a discount, and on a platform you have already validated that is reasonable. On a platform you have not yet run a real hiring cycle through, monthly is worth the premium - it keeps the cost of being wrong small. If a vendor will only sell annually before you have tested it, treat that as information.
